Laboratory Confirmed COVID19 Cases in Central Visayas, January 31-June 14, 2020
A. Epidemiologic Curve
January 31, 2020 a Chinese national tourist was admitted at ACE Medical Center, Bohol. On February 2020, community contact tracing was conducted in Bohol and Negros Oriental. On March 06, 2020, Negros Oriental reported their first confirmed COVID19 case.On March 13, 2020 Cebu City reported their first confirmed COVID19 case. On April 20, 2020 Cebu City Jail, conducted swabbing activities among PDL and jail personnel. Cases peaked on April 30, 2020 when Cebu City Health Office conducted community tracing simultaneous PCR testing (Figure 1). Of the cases detected 1413 (28%) were symptomatic. Currently, there are 3508 (69%) active cases.

B. Distrbution of cases by Cities/ Muncipalities
Data from May 24-June 14, 2020 shows that in Cebu province, Talisay City (61, 35%) has the highest number of cases, followed by Minglanilla (29, 17%), and Consolacion (24, 14%) (Figure 2).

Official Statement on the Issue of Sufficiency of the Health System for Possible Surge of COVID-19 Cases in Metro Cebu
The Department of Health Central Visayas Center for Health Development (DOH CVCHD) has added one hundred thirty-one (131) COVID-19 cases as of 12 June 2020. Cumulatively, there are now 4,591 cases in Central Visayas. Thirty-three percent (33%) of the COVID-19 cases in the region have recovered, 41% are isolated in the community or in their homes; with only 24% of cases admitted in hospitals all over the region. The region has a case fatality rate (CFR) of 1.6%, lower than the national and global average CFR.
COVID-19 has highlighted deficiencies of the overall health capacity of the region. However, it should be noted that these deficiencies were already present even before the current pandemic. Social media posts have pointed out few cases where patients were refused admission in private hospitals due to hospitals were already full. We have investigated these reports and established that these incidents were true.
The DOH CVCHD has already reached out to private hospitals to look for mechanisms where the capacity for COVID-19 cases will be expanded. The major private hospitals in Metro Cebu have committed to the expansion of their capacity to an average of 30% from their existing capacity. The DOH CVCHD for its part will augment human resources for health (HRH) to assist with the same. With the proposed expansion in the private hospitals, there will be now 548 isolation beds. Government hospitals will also expand their isolation beds to 364.
